The USA Swimming Code of Conduct (2024) outlines the violations committed by Williams, including acts of fraud, deception, and dishonesty related to USA Swimming activities. Additionally, his actions were deemed detrimental to the sport of swimming and the organization.
Williams attempted to appeal the suspension, but the process was not without controversy. Williams' failure to meet these payments led to further legal actions and a payment plan imposed by the court.
The situation became more complex when Phoenix Swimming failed to file annual reports in New Hampshire, leading to its administrative dissolution in 2024. This was not the first time the company faced such a fate, having been administratively dissolved in 2015 before being reinstated.
Van Der Beken's pursuit of financial discovery from Williams and Phoenix revealed Williams' inability to pay the judgment and fee award. This led to Van Der Beken filing an involuntary bankruptcy petition, alleging that Phoenix Swimming was not paying its debts.
